The affix घञ् is optionally used after the verb भू ‘to be’, the word परि being in construction and the sense of the word so formed being ‘disregard’. The word अवज्ञान means ‘contempt’, ‘neglect’, ‘disregard’ &c. As परिभावः or परिभवः ‘insult, humiliation’.
Why do we say ‘when meaning disregard’? The word परिभवः may be then constructed to mean सर्वतोभवनं = परिभवः ‘surrounding’.

विभाषेत्येव। परिशब्द उपपदे भवतेर्धातोर्विभाषा घञ् प्रत्ययो भवत्यवज्ञाने गम्यमाने। अवज्ञानमसत्कारः। परिभावः, परिभवः। अवज्ञान इति किम्? सर्वतो भवनं परिभवः॥
